I once saw a map of Kuwait's oil fields and wells and I didn't see anything near the Iraqi border close enough for horizontal drilling to tap.

Let's just assume you are right and think about the implications. Saddam said that Kuwait was stealing oil from him and expressed a desire to punish Kuwait. Despite the "fact" that this is physically impossible, the U.S. responded by explicitly giving him a green light. What does that say about the U.S.? Our intelligence outfits don't have maps? Or, that we approve of military solutions to such disputes? Or, that we approved of Saddam's ganster behavior in general?

Or, are you just lying (again)?
