I think many people find it simpler to evaluate actions. They may be totally incorrect, because I think people tend to be superficial, but people are much more willing to leap to judgment about actions. We think it is simpler, we don't engage in much thought, and we make snap judgments. Responsibility seems like a more nebulous thing, so I think people spend more time evaluating it. I think they are equally complicated myself. But maybe this is a snap judgment :-)
