No: Vidal's point is that because procedures weren't followed, the whole thing must have been done with Bush's foreknowledge and complicity:

"...the Bush administration deliberately allowed the terrorist attacks to happen..."

He doesn't allow for any other possibility.

Fighters were scrambled late because after the demise of the USSR, the US scaled back air bases on "strip alert" - bases with fighters sitting on the runways fueled up and ready to go at a moments notice. On September 11, there were only two bases in the area on alert, in Massachusetts and Langley in Virginia. Air National Guard.

And second, after the Cold War, NORAD ceased monitoring domestic air traffic. NORAD relied on the FAA providing notification and alert to NORAD, which would scramble jets. That notification came late.

No need for stupid conspiracy theories from notorious nutters like Gore Vidal. What next, posting articles from people claiming the jets weren't scrambled because of an Air Force coup? I've read that one too.
