People were saying things like that about Reagan before he even became President.

Given his age even before he came president, and the clear onset of the disease by the end of his term it is not a stretch to assume that episodes that brought about questions on his mental competence were already warning signs of his Alzheimer's.

Later, he called the Soviets and "evil empire", so his opponents said he was a dangerous fool or an evil war monger. He was neither.

Actually his willingness and ability to negotiate the terms of the end of the cold war was one of his most lucid moments. Surprisingly, he's revered by the right by flawed economic policies that took the USA from being the largest creditor to being the largest debtor in the world and by his hawkish defense expenditures.
