TOKYO — Tokyo stocks opened lower Monday, despite steadiness Friday on Wall Street, weighed down by jitters over political disarray on ways to speed the disposal of banks' bad loans.

In the first 15 minutes of trading, the 225-issue Nikkei Stock Average fell 75.08 points, or 0.86%, to 8,651.21. The broader Tokyo Stock Price Index (TOPIX) of all First Section issues on the Tokyo Stock Exchange dropped 7.01 points, or 0.80%, to 864.88. The Second Section rose. (Kyodo News)
