Are you familiar with "Original Intent"? I am. You apparently are not. At the time Madison submitted his suggested amendments to the Consitution there were only 11 States in the Union. My guess is that Alaska was not one of them...perhaps you might look that up. There may have even been others...Hawaii mabye? When you look at original intent, you consider that which existed prior to the Bill of Rights and the what may have existed at the time. It might by worthy to note that Madison also stated the some of the States bill of rights were flawed...Goodness, flawed bills of rights in the States [11] Constitutions!
