Sounds rather dreadful at first blush, but there was a matter of time constraints and some of them did not succumb that quickly to the gas - why take chances with these people? They might only appear unconscious. That they were wired with explosives, I think would be the information leading to such a decision. Kill the terrorists so they can't close any switches, get the hostages out, and then take your time disconnecting the explosives. It seems reasonable to me.

I would not send valuable men into that situation and have them take chances on being killed or injured by shrapnel or a falling building - they and the hostages are more important than the hostage takers.

Also, I think it important to take those terrorists at their words, which were something like "we've come here to die." That bodes very badly for the hostages, and any rescuers, doesn't it?

The Russian forces will be doing a critique. Sure would be interesting to read that.
