The idea is that the workers are clearly dominant; that there is nothing like bourgeois electioneering, but that democracy at the municipal level is more or less direct; and that each "town meeting" elects its delegates, and so on up the line, without extensive campaigning. I agree that there are various flaws, I am just trying to supplement the understanding of what someone like Gus probably holds.......
