Zonder... These people never faced the decisions that LeMay and Truman faced.

Hiroshima was chosen because it had not yet been bombed using incendiaries. It was considered unsuitable for an incendiary raid due to the rivers:

2) Hiroshima - This is an important army depot and port of embarkation in the middle of an urban industrial area. It is a good radar target and it is such a size that a large part of the city could be extensively damaged. There are adjacent hills which are likely to produce a focussing effect which would considerably increase the blast damage. Due to rivers it is not a good incendiary target. (Classified as an AA Target)

Please note Zonder, that there is NO discussion of specifically targeting civilian populations. In each discussion they focused upon military targets.

Note that Nagasaki was an "alternative" target in case the primary was overcast, but was considered a future target, upon availability of additional bombs, were the Japanese government unwilling to surrender.

Again Zonder... no where were civilians specifically targeted. There were important targets in those cities used by the Japanese military.
