The US simply will not and cannot be trusted with a one-resolution disarm-or-else approach because we made it clear some time ago that our overarching goal was "regime change" which means that Russia, France, China and most everybody else in the world expects that we would use a one-resolution disarm-or-else approach as a pretext for pursuing what we said we really wanted which is "regime change". This is our own fault. The Security Council could support two resolutions -- one for now and one for later -- which serves the same purpose but leaves the final decision to pull the trigger on Saddam with the Security Council and not in the hands of the US to make a unilateral decision to invade.
