Siemens will pay royalties to QCOM based on any QCOM IP embedded in products it sells to China or elsewhere. They are platform neutral -- just want to sell equipment. China is a nation rather than a company so it does not directly pay any royalties. Because of its huge internal market though, China will naturally tend to prefer domestic Chinese companies who have a strong incentive to push the new standard to avoid the royalties. It's a somewhat murky issue.
