Tough call.
They would have been accused of doing the wrong thing if it had gone badly no matter what call they had made. Many solutions to that situation are justifiable.

The Chechen's had already succeeded in raising awareness with the Russian people. They also had seemed to be winning the favour or the Russian people to stop the war on Chechnia. The Russian military knew they had to put a halt to this and if there were any hope of reversing it, it would have to be immediate and overwhelming. Had they saved the hostages and destroyed the guerillas they may have won the day. As it is, they won the battle...but...the guerillas won the cause.
