JERUSALEM (AP) - Israel won't accept a U.S.-backed peace proposal because it is based partly on an Arab plan that calls for an Israeli withdrawal from all occupied lands and affirms the right of return of Palestinian refugees, a top official said Tuesday.

Israelis and Palestinians have expressed some reservations about the new plan, which was presented last week by a U.S. envoy. But Tuesday's comments by Cabinet Secretary Gideon Saar marked the first time an Israeli official has said the proposal was unacceptable without a major change.

The Arab plan, sponsored by Saudi Arabia, was approved by an Arab League Summit earlier this year. It marked the first time in the Arab-Israeli conflict that Arab countries presented a comprehensive peace proposal that included recognition of Israel…
