In order to prove something wrong or right, you must have a standard that is clearly agreed upon as wrong or right. Otherwise you simply talk past one another. In addition you must have evidence that is clearly agreed upon as sound and relevant. Most things are not provable in the conventional sense. We may only get to a point where we can say such and such is the "most" plausible explanation. If we mix into this the fact that a lot of people simply lie to gain some advantage and most lies are not provable one way or the other; the "proof" thing becomes to complicated to deal with as a practical matter.

The principle that it is wrong to terrorize innocents as a means of causing harm to your enemy is a matter of conscience. There is doctrine, there are messengers, there is evidence in human history, there is self evident awareness. However, it is not proof that is called for, the thing simply requires the ability to take a stand on one side of the line or the other.
