Schaffer seems to hinge his argument on the fact that ETF short interest is rising. He may be right, but it appears that the major ETF's (SPY, DIA, QQQ) are being used more and more as in index-neutral hedge against other positions. So when participants (hedge funds) go long on specific stocks and sectors, they tend to hedge in the other direction with ETF's. So his conclusion could be off, I'd look at overall NYSE/Dung short interest as a more meaningful stat.
