There being no perfect society, there is always something to oppose:

"Or like some village Hampden, that with dauntless breast
The little tyrant of his fields withstood;..."

But in terms of the use of dissident as one opposing a tyrannical government and risking death or long term imprisonment for it, you're more right than not, though even today a strong and principled opposition to certain government policies -- war with Iraq, abortion -- might rise to the level of dissent. But only as to policies of governent, not as to the entire structure of the government itself, you're right about that.
