It looks like the telecoms are higher across the board on this news from Qwest:
"Published Oct. 30, 2002 QWES31

DENVER -- Qwest Communications International Inc. announced today that its loss widened to $214 million in the third quarter as revenue fell 13.2 percent from a year ago.

The report came two days after Qwest disclosed plans to restate more than a half-billion dollars in revenue that was prematurely recorded and estimated it would write down the value of its assets by at least $35 billion.

Revenue for the quarter fell to $3.8 billion from $4.4 billion a year ago."
