The Tripod page you are trying to reach has exceeded its hourly bandwidth limit. The site will be available again in 3 hours!

But I did find this which does not bode well for the 'coping' up front theory:

Sadly this killer [Andrei Chikatilo] could have been caught earlier would it not have been for the Russian archaic investigation team and their denial that Russia had succumbed to it’s own serial killer.

Andrei Chikatilo was perhaps one of the most notorious serial killers who tortured, mutilated and then ate many of his 53 young male and female victims.

St.-Petersburg. A reporter for the Journalistic Inquiries Agency “paid” for the curiosity of his colleagues.

On November 28, the St.-Petersburg Organized Crime Control Department (OCCD) officers have detained Yevgeni Vyshenkov, an employer of the Journalistic Inquiries Agency (JOURA). Their actions have been justified by the arrest warrant, signed by deputy prosecutor of St.-Petersburg Boris Solmaksov. According to Boris Solmaksov, Vyshenkov has been taken into custody on the evidence uncovered in the course of the investigation of the criminal lawsuit, initiated in accordance with Section 2 of Article 126 (group conspiracy with the purpose of man kidnapping) of the Criminal Code of the Russian Federation. On the same day, employees of the prosecutor's office have conducted a search on the newspaper outlet premises of the Vash Tayni Sovetnik, published by the JOURA. On November 29, upon signing the travel restriction, Vyshenkov has been released. Charges have never been brought against him.

In opinion of the employees of the Agency, the evidence for the criminal lawsuit, detention of employee of the JOURA Vyshenkov, and search, conducted in the newspaper outlet premises, has been caused by the JOURA's inquiry into numerous murders, committed in St. Petersburg, in September and October 2001. In the course of the investigation, the journalists have identified several potential suspects of five assassinations and one attempted murder. On November 9, they have tracked down an important witness, possessing detailed information on the felonies and directly associated with the criminals. Employee of the JOURA Alexandr Gorshkov asserts, "The aforementioned person has been brought to the Criminal Investigation Department (CID). Earlier, he had voluntarily testified to the journalists, and his testimony had been videotaped. In the next few days, detectives from the Criminal Investigation Department along with the journalists, have detained the other suspects, belonging to the gang".

In the course of the investigation of the criminal lawsuit, initiated by the public prosecutor's office, two more employees of the Agency have been interrogated: director Andrey Konstantinov and reporter Roman Lebedev.
