Mq, it's very simple, actually.

China Mobile will have to announce its 3G plans shortly. Since the only viable standards, WCDMA and CDMA2000, require royalty payments to Q, why not set up a bit of a canard designed to influence a demand for lower royalty payments?

It's a weak and mindless bluff reminiscent of the KDDI imbroglio. It will have the same predictable end game.

The problem is that the Chinese got away with it when they demanded a lower royalty structure for domestically-consumed CDMA products and Dr. J. mistakenly gave in. He unfortunately showed weakness for which we will pay in the China Mobile negotiation.
