The "affluent" will always have more resources to devote to their children's benefit. Short of redistribution of wealth whereby everyone has the same level of affluence this will not change. Just how much money does it take to educate a child? Switching out the students in your scenario would yield negligible results IMO. It is the parents and their expectations that affect the results. The high school where my wife taught for many years has a Chinese School on the weekends. They rent the school from the district and teach their language, customs and anything they think will benefit their children. The point is they will sacrifice whatever it takes and not depend on someone else to deliver the education they desire for their kids. This is in a district that is probably as diverse as any you will find in California with Chinese, Koreans, Samoans, Vietnamese, Hispanics, Blacks and a liberal dose of imported white basketball players.
