When none of the meanings of the term work in the context, I like to go back to the dictionary. It is not a chicken and the egg problem. If you are discussing something with someone and you don't agree on terms, you discuss terms first, imo. If you don't do that, you aren't having a discussion. You are both merely blathering on in your own private linguistic bubble, and there isn't any interchange, because you aren't operating on the same linguistic substrate.
