I guess they are masochists who want to follow the illustrious example of Osama! By the way, they may not be thinking they are usurping the will of Allah. Rather, they may be thinking that Allah owes them an explanation and they are waiting patiently for it. Some of them may even be thinking that any setbacks they have experienced were not really defeats inflicted by their enemy but were their Allah's "tests" of their faithulness and resolve to strike a major blow for Islam!
