No I don't find semantics to be boring but I think it is accurate to describe a conversation as bogged down in semantics when the semantic conversation becomes a distraction from the ideas that are being discussed rather then something that helps clarify the ideas. Of course if you find the semantic conversation is itself more interesting then the ideas then bogged down may not be the best word.

Neo included moral reasoning when talking about conscience. You would use the term when someone is referencing any moral code even if no reason is involved. You could disagree on the issue of how the word conscience applies to terrorists without disagreeing in your opinions of terrorists.

For Neo's view of the word conscience you can use the term "moral reasoning". For your view maybe "following a code of expected behavior". You could ask Neo if he thinks terrorists follow a code of behavior, Neo could ask you if terrorists use moral reasoning, and you might find the only disagreement is about the definition of the word conscience.
