The dems are already attacking Bush for locking these people up. It looks like they made a deal with the Haitian president (didn't Clinton install him?) to help them in their war against McAuliffe's enemy # 1.

It's not complicated. It's a rather simplistic concept but with enough people all over the US it could be an effective deterrent from illegals voting.
