One problem with your prescription, of course, is that one can never forgive the dead, ever, because they cannot apologize.

And if one waits for everyone to apologize before forgiving them, one is going to go through life with a huge burdern of unresolved anger and unforgiven affronts.

Plus, you are letting them dictate your response, and your level of happiness or unhappiness.

Personally, I prefer just to say "okay, they didn't want to apologize, that's their choice, but I'm forgiving them and moving on with my life."

Makes the most sense for me.
