Precisely, that's the point.

The whole incident is so bizarre as to defy normal logic or understanding.

Who are these guys?
What are these guys?
What were they trying to achieve by driving around shooting people at random?
Why did they work so hard to give themselves up?
Was it in response to broadcasts by Charles Moose?
Are they mad?
Are their motives criminal, political, sexual or what?
Does anyone benefit by what they did?
If so, who?

I have to say this is the third weird "terrorism" incident that I can remember.
1. Reid, the al Qaeda terrorist, who tried to light a bomb or something in his shoe and who pled guilty even though he actually did nothing. Apparently, whatever he had in his shoe was incapable of exploding.
2. The Muslim limo-driver at LAX who went crazy for no apparent reason, shot someone and was then "liquidated" by an armed Israeli security official. The Israelis were adamant that this was a terrorist attack.

And, I'm not talking about 911, itself, or the anthrax which was sent in the mail, particularly to Democratic politicians, both of which incidents were bizarre in the extreme. And, then there was the airliner which exploded and broke up over Queens, NY, apparently as result of turbulence from the slipstream of another plane 10 miles away. In fact, if there's one thing which defines all this so-called "terrorism" is that it's all beyond normal analysis or understanding.
