Tokyo tax shortfall poses new blow to Japanese economy

Finance Minister Masajuro Shiokawa did not say how much the tax shortfall would be.

But in August, five months into the fiscal year, the government had collected only about 23 percent of its target of $383.6 billion in taxes. That was down about 19 percent from the same time last year.

"I think there will be a bigger tax revenue shortage than initially expected," Shiokawa said. "I haven't thought of how to make up for it, but I am aware that we must do so sometime in the future."
