That article seemed to use the terms "avoidance" and "evasion" interchangeably. Tax avoidance is a legal attempt to minimize taxes. Tax evasion is an illegal attempt to do the same. There is nothing wrong with trying to avoid taxes as long as illegal tax evasion does not occur in the process.
