Well, actually the trashing of the Stock market began in 2000 - the last 9 months of the Clinton Administration (the worst year for NASDQ ever). But wealth in the United States has been (in general) concentrating a while. Certainly, starting with (I believe) Reagan, economic growth and median income grew much faster in the United States than the rest of the Industrialized world (Western Europe in particular) - if that's what you are complaining about.
