Have you ever looked out the window at a view, or talked to somebody in the passenger seat? Have you ever tuned a radio while driving? Oh, you reckless maniac!

Your connection of 'reckless driving' with 'using a phone' is false. Calling me an ass was based on a false premise.

Of course it is true that driving while distracted is hazardous. What drivers need to do is manage their activities so that they maintain brain focus on the road sufficiently to reduce risk to acceptable levels.

Mindless Zombie drivers can't think. I'd rather have a competent driver using a cellphone when there's low risk, than an incompetent Mindless Zombie driver who can't judge situations, which are infinitely variable, no matter how many laws and bannings ignorant people make.
