It has been spelled out. But if you don't think it matters what people say or how they interact, and you are unable to consider different effects flowing from different causes, then how is one to satisfy your perplexity in this particular matter? If a person admits wrongdoing and is truly contrite, then only a blackguard would be unforgiving.

The justice system is composed of people; and it considers admission of guilt and regret to be very significant as to how they will treat someone who has chosen to infract. All of us have personal experiences in life which evidence how relationships and interactions alter in accordance with what people say to one another and what they intend to convey.

I am sorry. Only one who has never received or given a heartfelt, sincere apology could be confused about the potential of apologies to change relationshios and interactions. You are either incredibly sheltered from the experiences of conflict and resolution, or you are playing dumb.
