Depends how you define "in power". When the Republicans controlled the house and senate (94-00), they did a great job with Welfare reform and balanced budgets, for example. Since the Democrats took back the Senate it has been like pulling teeth to get much meaningful legislation passed. The President may sent the agenda, but it is the controlling party in congress that sets the tone of the agenda.

Exactly. If the Republicans can take back the Senate and eliminate double taxation on dividends and make the 2001 tax cut permanent the rally is on! The Iraq war will definitely free up pent up tension in the economy.
