Eager to expand its commercial and industrial business, the firm has opened a factory in Shanghai, its first outside the United States. The factory, a joint venture with a Chinese company, makes a specialized line of chips used in power plants and other industrial applications. Raw materials are cheap, and engineers with advanced degrees and five years of experience can be hired for less than $500 a month, said Andy Yuen, Microsemi's vice president of international operations.
