No, the Secretary of Defense and the President set defense policy because the people elected the President and he appointed the Secretary to do just that. They don't have to invent reasons for their policies; their policies are required by the threats. What I meant by using your senior scientist skills to prevent what you claim to be Bush's provocation of evildoers is tell the evildoers not to take the bait. Have them do what Bush senior did when Saddam Hussein shot scuds at Israel. GHWB talked to the Israelis. Israel didn't react; they didn't take the bait. See? If Bush is causing all this evildoing by provoking the Saddam Hussein, all Saddam Hussein has to do is show a little restrain. Then all your arguments would make sense. Until that happens, they don't.
