Definitely no free enterprise under Suharto because he and his goons dominated every facets of business and handles all the foreign aids. When he was deposed, the last hurrah coincided with the May 1998 riot where "...an orgy of rioting and looting in May of 1998 in Jakarta, Indonesia. Witnesses said the Chinatown section of North Jakarta was devastated. Indonesia's minority ethnic Chinese community has often been the target of popular rage because of its economic dominance.". There were also bombing and target shootings at churches in Jakarta. Incidentally most of the Christians in Indonesia are Chinese. That's Suharto's goons who performed the rioting and looting. They were about to be replaced by the new governmnet, so they did what they had to rob and steal with the few days of authority they had left. From what I read, the looted goods were not taken away by foot, but placed on large trucks. So it was a well planned theft.
