My husband hires Mexicans and South Americans in construction not because he can pay them less but because even in a city where the unemployment rate is way above the national average he can't find locals who can show up sober. These aren't low paying service jobs nor are they jobs that require superior education or a large investment in tools or training, just a desire to work and the ability to learn on the job. Paying more wouldn't even turn up better local workers simply because locals choose to do lower paying jobs that they deem cleaner and easier.
