I believe that they spiked the committee vote to authorize an independent investigation because they hope that events later this winter (Iraq war, anyone?) will cause the public to forget or get distracted. That way, they can have their cake and eat it too: publicly taking the political credit for going along with the desire for an impartial investigation... while secretly acting to kill it. Of course, the 9-11 survivor-families will never forget. The minute (while many of them were in a meeting on the Hill) they heard that Cheney had called the Committee and the vote had put off... they marched over to the WH and got in on WH-Congressional meeting that was going on about the intelligence hearings... and all the politicians clammed up when the families walked in.
