What happens with these offers is that they hope to capture some shares from widows/orphans or other uninformed stockholders who are awed into selling their shares by an offer from an official sounding outfit.
Evidently enough folks have shares of which they don't really know the value or market situation to make it profitable for the outfits that do this.

I have seen numerous such offers over the years and wish I had kept record of each one. If memory serves they do a pretty good job of picking stocks as most of the stocks I remember they made offers on did go up in the future.

Of course, the offers I remember were for stocks I owned, so my sample may be biased.

Or maybe I'm a good stock picker too, lol!
