I suspect that you are making some assumptions that aren't warrented, such as that the top marginal rate necessarily has to be high or than all receipts must be given out as welfare or something. Those are all policy decisions and while it may be customary to lump all sorts of things together in giant tax "reform" bills, the issues are not actually dependant upon each other. TP
