They do by investing (taking risks) and creating more business and jobs.

That is really beside the point. While a progressive tax rate can be implemented stupidly, there is no requirement that it be so. Nobody gets wealthy on their own labor alone (even a baseball star couldn't get his salary if the hotdog vendors weren't pulling in revenue), there is always a chain of people involved, but our system of rewards which benefits those at choke points of product is not a completely efficient way of recognizing that value chain.
