the federal government has done in a cost effective proficient manner

The primary job of the federal government is to keep all the players in the free enterprise system playing fairly. That's not generally a profit center for the beaurocracy involved, but it allows the rest of the entroprenures to make a profit with less need to be wary of every transaction.
