Congress got involved: Congress passes a series of measures supporting a limited naval war with France: it denounced the 1778 alliance as invalid; Congress embargoed trade with France, barred French ships from U.S. ports, and permitted the navy and armed privateers to seize armed French vessels on the high seas--a total of 85 French prizes were seized. When Napoleon Bonbaparte overthrew the Directory in 1799 he sought peace with the U.S., and the Convention of 1800 officially ended both the Quasi War and the 1778 Franco-American alliance.
