Of course -- and it can do all kinds of other improper things, and has.

While convenient to the executive branch, and in our current case to the profiteers, these inevitably run counter to interests of American citizens and are bad precedent.

Like it or not, the US can take military action without an actual declaration of war.

We've certainly discussed that topic earlier with the War Powers Act. I'm not about to change my opinion of history to take sides with one group or another. Grenada is a clear example. I don't think Congress even knew about Grenada until after it started.

Jefferson is the more interesting between Washington and Jefferson. Washington was taking military action against some pirates. Is that much different than using the military in the War on Drugs? It's similar.

Now Jefferson. That's interesting. He was very clear about Congressional authorization. A stickler for paying attention to the Constitution; at least before he was President. Put TJ in the job and he sings a different tune. Today we would label such behavior as hypocrisy.
