Mq - You hit the nail on the head <The first principle of science is to get more principal for the principal researchers.> As a now reformed government-paid scientist I can assure you that this is indeed true. The Cold War was the best thing that ever happened to science. When it ended we had to invent fun things like incoming asteroids destroying earth or human-induced global warming so otherwise unemployable pinheads could keep redoing their PhD's over and over.

If you think of Kyoto as a funding vehicle for the "global warming industry" then it begins to make sense. Canada is actually planning to ratify the Kyoto treaty so we can pay the Russians for CO2 credits. The sad irony is that Russia's per capita energy consumption is twice Canada's! I hope the Russians enjoy their SUV's while we putter around in electric minis.
