That would be all fine if the US was at war with another country at large, in which case any non-civilian person could be a legitimate target.

However, there is no such declared war. A bomb drops out of the sky onto a car. How does anyone know those people were all Al-Qaeda?

(I know what you will say now: "Because Donald Rumfeld told me so" :)
