The USA has an effective routine - Good Cop/Bad Cop.

Jimmy Carter played nice and tried negotiating the hostages' freedom. President-elect Ronald Raygun was standing in the wings, nukes in holster, muttering something about 'Blowing the whole place up'. Hey Presto, problem solved.

Bill Clinton had Arafat and Peres smiling and shaking hands. No mean feat! Up to the literal deadline, Bill tried to get sense into the situation. No deal. Okay, bring on King George II. The Bad Cop is going to stomp around the Middle East and everywhere else and fire Hellfire's here and there. After a while, people will once again figure out that jaw-jaw is better than war-war.

Democracy works well like that. It's so convincing. People see the arguing over whether it's best to play pat-a-cake or blow-it-up so when the Big Dog is unleashed, they know it's for real.

Clinton pointed out to Arafat that he'd made Bill look a failure - Arafat will have got the message and gone "Gulp!" Arafat especially realized that things were NOT going well when the Twin Towers collapsed and the Pentagon was smashed and Allan Beaven, Todd Beamer and co were dead in Pennsylvania.

Afghans started running for it by the million. They knew a bad scene when they saw it. Then they realized the USA is more civilized than the Taleban was and they went back to growing poppies and stuff.

Bad Cop King George II now has a fairly substantial authorisation to do something quite serious about people like Saddam. And Jacques Chirac too if needs be.
