According to Daniel Pipes, Islamists only make up about 10% of the Muslim population. It doesn't appear that many of them take jihad seriously enough to ram small boats loaded with explosives into ocean-going vessels.

The ones that do are going to be tracked down and dealt with.

That's right. We are going after the people we can identify as terrorists. They are being called "Islamists," or "Muslim Fundamentalists" Since they hide within the general population, and don't wear uniforms, it is harder to track them, but we are doing it.
