I got my name on a number of pages that are regularly searched by the services, and also I made use of some suggestions for attracting hits to pages I did want noticed. I guess I am using your "chaff" idea.

A lot of people are terrified about someone having something on them. It's amazing to me how scared some of my friend are of the IRS. They ask me incredulously, "have you every been audited?" and are astonished when I say, "yes, over and over." I just don't do anything dishonest, and when I explain everything to the IRS, they understand it. Usually it causes me to find some overlooked deduction and I get a refund.

But I guess those data bases do exist and could be put to terrible uses. I think my wife and I were instantly being checked out on some interpol system when we had a problem leaving the Czech Republic a month ago.
