Don't think so -- not when you consider it took billions that were consciously spent to develop the terrorists, ostensibly to give the USSR resistance. Listening to the players during the early 80's period, like Ollie North, it suspiciously matches the "off the shelf independent capability", this time for Mid East terrorism instead of Latin American freedom fighters. The "accidental" release of Taliban leadership to Pakistan through a US air corridor is more strange coincidence.

If there's any truth to that idea, the issue is what would have happened WITHOUT the billions in terrorism-development from US and Saudi sources. Would Saudis alone have kept pushing for terrorism capability?

If so, then the position of the US should have been, and still should be, to spank the Saudis, pressure for elimination of continuing hundreds of millions in terrorism support, eliminate all Saudi commerce, and treat them like an enemy. Instead, we see the Saudi Royals BBQ'ing at Crawford.

The Soviets had not had a blow-up in their empire since 1968. It appeared they were doing just fine

Economic troubles showed that the Soviets couldn't handle their satellites they already had. Trying to manage Afghanistan would have taxed them even further.
