Inside the capital beltway I-66 is HOV during rush hour. All of the lanes going east towards DC are HOV in the morning and all of the lanes going West away from the city are HOV in the evening. Last time I was heading East on 66 inside the Beltway during early rush hour traffic was light (in one of the 5 worst areas for traffic in the country) and the majority of cars had one driver.

One time I got caught violating HOV. I can understand a fine but I think it is wrong to put point on your liscence. Violating HOV laws doesn't put other drivers in danger.
